RE: INTERNATIONAL BACCALAUREATE (Public and Non-public Schools) Summer Teacher Training and Exam Payment Information
In the spring of each year, MDE works with IB MN to determine district reimbursements for teacher training and student exam fees. We attempt to project actual participation numbers while also considering increased costs of exams and training. Our data comes from the field, usually site coordinators, and our projections are based on the data we receive. Additionally, FY13, which ended on June 30, 2013, was the end of a biennium. At the end of a biennium, we are unable to carry additional expenses or late invoices into the new fiscal year. We must cover all costs with dollars appropriated for that year. In FY12, which was the first year of the biennium, we had several sites request funding after the due date and the close of the fiscal year (FY12). Reasons varied (change in personnel, lost forms, lack of awareness, etc.), but we honored most of those requests, and funds were further depleted from the FY13 budget. We were also unaware of the costs incurred by some new professional development opportunities.
In order to fulfill all of the AP and the IB teacher training reimbursement requests in FY13, without impacting student exam reimbursements from either program, it was necessary to adjust both the AP and the IB reimbursements in order to stay within our legislative appropriation. Consequently, both AP and IB teacher training requests were reduced by 24.1%. The good news, however, is that these valuable programs are continuing to grow, offering greater opportunities for students and teachers.
