There must be communication and cooperation at the state department level to identify key federal funding oppotunities and leverage them together. For example Early Learning Challenge funds in coordination with ECAC funds in coordination with SAMHSA Systems of Care funds could all be levereged to develop community capacity to adequately provice quality child care and access to mental health consultation and reflective supervision for child care providers. We are not able to leverage funds in a systemic way because we don't have true communication and coordination of early childhood programs at the state level. We cannot continue to rely on informal staff relationships at the state department level to inform this important work. There must be a formal requirement/avenue for this work to be done or we will continue to throw funds at different programs without building a coordinated, accessible system for children and families.
