The Special Education Division of the Minnesota Department of Education (MDE) provides leadership to ensure a high-quality education for Minnesota's children and youth with disabilities. Its specialists help students, parents, educators and administrators through guidance, training and sharing best practices in areas including educational programs in care and treatment facilities, secondary transition and statewide assessment for students in special education. Care and Treatment Education Programs

The Minnesota Department of Education (MDE) provides leadership and technical assistance to help administrators and educators at care and treatment facilities provide a high-quality education for their general and special education students. These facilities include health care, shelter, correctional and other types of programs that may serve both resident and day students. Through both its assistance and its application and approval process, which are outlined on this page, MDE helps current and prospective care and treatment providers develop and maintain a variety of quality education models for their students, helping to ensure all children get necessary support for healthy development and lifelong learning.

Reintegration Framework and Systems Planning Toolkit
The Reintegration Framework and Systems Planning Toolkit from the University of Minnesota outlines a continuous quality improvement process developed from research and data based practices for transition planning for children and youth. The tool was initially developed for children and youth in residential care and treatment education programs to provide a structured process for reintegration to and from these programs. It now includes other nontraditional education programs.

The Framework is a program planning tool that consists of performance indicators in five critical areas: interagency collaboration, team planning, education, supporting life skills and continuity during and post transition.
