The Division of Compliance and Monitoring is authorized and obligated to ensure that each district demonstrates general compliance and continuous improvement in the implementation of the Individuals with Disabilities Education Act (IDEA) and of the full provision of each discretionary grant and their respective requirements.

• District, Cooperative, and Charter Five-Year Monitoring Schedule 
  This document identifies the special education monitoring schedule for each district. Cooperatives receiving federal special education funds will be monitored in the same year that the member districts of the cooperative are monitored. The district monitoring schedule indicates the year districts are scheduled to participate in an MDE review.

Program Monitoring

The Program Monitoring unit provides general supervision and oversight of special education programs in Minnesota public schools, charter schools, and care and treatment facilities to ensure compliance with federal and state legislation. The Minnesota Continuous Improvement Monitoring Process (MNCIMP) provides the vehicle for the MDE oversight of due process and procedural safeguards, conferred education benefit, and the provision of a free appropriate public education (FAPE).
   

Fiscal Monitoring

The Fiscal Monitoring unit provides oversight of both formula grants and competitive grants to ensure compliance with federal and state laws, regulations, and regulatory guidance. Through risk analysis, desk reviews, on-site reviews, and the Minnesota Continuous Improvement Monitoring Process (MnCIMP), MDE monitors determine whether required controls are in place and funds are being spent appropriately.
