Early Education Student
The Minnesota Department of Education (MDE) is introducing new student identification process for children registered in Early Childhood Family Education and School Readiness (ECFE/SR). The purpose of the new system is to better understand children’s experiences prior to kindergarten.
The benefits to this work include extending existing practices in K-12, Early Childhood Screening, Early Intervention and Early Childhood Special Education to families registered in ECFE/SR. This will lead to improved policies at the national, state and local levels for children and families. New, secured web resources are available to assist organizations submitting student data.

The following pilot districts are working with the system from now through May 2013: Fosston, Mounds View, Rosemount-Apple Valley-Eagan, St. Michael-Albertville, St. Paul, and West St. Paul-Mendota Heights-Eagan. Information for these districts on using the system and reporting specifications is available below.
Users will need to have a user authorization agreement submitted on their behalf before logging in to the new system. Access the Early Education Student User Agreement below. Staff entering data into the ECFE/SR system will need to be added to the Student Identification Validation process as well. Find the Student ID Validation User Agreement Form on the Student ID page.
Once both User Authorizations have been submitted, users will need to individually request access to both systems through their secure MDE Account. Access the manual on how to create or modify an MDE Account.
Technical Note for Districts: The current xml schema file that describes basic validations performed on the data submitted in xml (batch) form is available below as an .xsd file. The data you submit in this form should be checked against the schema before you submit the data file. Districts manually entering individual registrations into the system will NOT need this file.
