The Alternative Facilities Data Submission System is used by specific districts meeting the requirements of Minnesota Statutes, section 123B.59, Subd. 1(a) to enter facility plans, including proposed capital projects for deferred maintenance, disabled accessibility, and eligible health and safety projects (Minn. Stat. § 123B.57).
Qualifying districts have more than 66 students per grade and over 1,850,000 square feet of building space with an average age of 15 years or older, or have 66 students per grade and over 1,500,000 square feet of building space with an average building age of 35 years or older, or qualify under special legislation. Subject to project review and approval by department staff, school boards may approve an annual levy or issuance of general obligation bonds to finance projects.
The department is currently working to develop a new alternative facilities system.
