Section 504

This is an overview of important aspects of Section 504 of the Rehabilitation Act of 1973, including Section 504 eligibility, evaluation, placement, 504 plans, and procedural safeguards. The presentation will cover important school district obligations and responsibilities, frequently asked questions, important case law, and how the ADA Amendments Act affects Section 504. It will also cover Section 504 resources available from the Office for Civil Rights and the Minnesota Department of Education (MDE) as well as MDE’s on-site Civil Rights Compliance Reviews.

Restrictive Procedures

Restrictive Procedures Overview for Individual Districts. This is an overview of Minnesota’s restrictive procedures statutes pertaining to children with disabilities, including requirements that must be met before using restrictive procedures and the standards for use. This presentation is intended to assist individual districts that have questions about new statutory changes and requires the individual district requesting the training to actively participate in the presentation process along with, and with assistance from, MDE.

To request the Restrictive Procedures Overview for Individual Districts, please contact Sara Winter directly at 651-582-8237, sara.winter@state.mn.us.

Restrictive Procedures Reduction Panel. This is a discussion panel on the legal and practical aspects of reducing the use of restrictive procedures and eliminating the use of prone restraints. This panel includes the Department of Education, Department of Human Services, school districts, parent advocacy groups, and community partners. Please contact Sara Winter at 651-582-8237, sara.winter@state.mn.us for more information.

Targeted Technical Assistance: Navigating Annual Goals and Short-Term Objectives

This is a targeted training on developing annual goals and short-term objectives that meet compliance standards. The training will also address the impact that goals and objectives have on effective implementation of Individualized Education Programs (IEP) and progress reporting to parents since all three areas are among the most frequently cited areas of noncompliance within special education due process records and special education complaint decisions. This training is geared toward special education providers and other special education staff that participate in the development and review of IEP for students with disabilities.

We invite special education directors, section 504 coordinators, superintendents, IEP managers, special education teachers, and other interested school district and charter school staff to register for one or more of the following trainings. Please consider sending at least one direct service provider to the trainings. Select the name and/or date of the training event to register.
